Troy is a Senior Partner in Mercer's Seattle office and serves as the Market Business Leader for the Pacific Northwest, Northern California and Pacific Southwest regions. He has more than 17 years of investment consulting experience.
Troy specializes in providing investment consulting solutions to large institutional clients, including endowments and foundations, private and public plan sponsors of retirement plans and other not-for-profit institutions. He also works on a number multinational investment consulting assignments.
In addition to his consulting assignments, Troy has addressed various industry groups at conferences and has been quoted in the press (Los Angeles Times, Pension & Investments and Plan Sponsor) on investment issues for institutional investors. Troy has also provided expert testimony before the Department of Labor's ERISA Advisory Council Working Group on issues related to revenue sharing practices and fee disclosures, as well as challenges and risks associated with target date funds in DC plans. He was recently interviewed by the US Government Accountability Office's investigative unit responsible for reporting on target date funds in DC plans.
Troy has a bachelor's degree in finance from the University of Rhode Island.
